Djibouti : VIPS-Demobilisation

At the end of the civil war of Djibouti, in the early 90s, several funding agencies have wished to participate in the demobilisation process of the fighting bodies, both in the regular forces as the guerrilla.

The management of more than 9 000 persons to demobilise needed the installation of a database. This tool allowed an easy and objective work on several issues : the financial follow-up, the printing of demobilisation cards (proof of the person’s status), the reduction of frauds, the measurement of the action’s efficiency.

The successive demobilisation funding campaigns could rely on clear and accurate balance of the previous actions.
